Attorney Aaron Halstead is representing a number of persons who received citations from the State Capitol Police recently, for allegedly violating Department of Administration rules that seeks to prevent visitors from displaying signs, including signs intended to express political views. The DOA’s rules requires visitors to obtain a “permit” before expressing political or other views through signs.
