Attorney Aaron Halstead prevailed in an arbitration case on behalf of District Council 40, AFSCME, and Local 1658, AFSCME, who had filed a grievance over the Door County Highway Department’s termination of Jay Lemens. On March 16, 2011, Arbitrator William Houlihan issued his Award, agreeing that Door County had fired Lemens without just cause and ordering him reinstated to his position as a truck driver, with back pay and lost benefits.
